After a long period of collaborative working, Brighton and Sussex University Hospitals NHS Trust (BSUH) merged with Western Sussex Hospitals NHS Foundation Trust (WSHT) in April 2021 to form University Hospitals Sussex NHS Foundation Trust (UHSussex). This integration has created one of the largest acute trusts in the UK and a workforce of 20,000, hosting 1.5 million outpatient appointments, A&E visits and surgery cases every year.

The hospital is a critical part of the Trust’s strategic vision, including delivery of its clinical strategy, representing an opportunity to improve system wide services for people across Sussex.

Procurement Systems Manager - £41,659 - £47,672 (AfC Band 7)

The Procurement Systems Manager will join a recently formed Commercial Directorate, which followed the Trust merger and brought together two separate Procurement Teams into a single structure and strengthened the commercial expertise within the Trust.

The Procurement Systems Manager will be responsible for the operation of the electronic procurement systems used by the Trust including the e-procurement system, catalogue management system, contracts database and e-tendering solution - ensuring that the use of these systems is maximised and there is an ongoing programme of development and benefits realisation.  

The Procurement Systems Manager will provide leadership to procurement analytics and procurement reporting, ensuring that data is used to; improve compliance with policies, drive spend reduction and support strategic sourcing. This will include generating cost modelling tools and processes to capture, control and report against spend categories.

Key responsibilities will include;

  • Present to procurement and non-procurement users regarding procurement systems, with a particular emphasis on motivating and explaining the need to adopt particular processes
  • Prepare performance reports for key procurement metrics that may be used externally and internally at Board Committee level Generate cost modelling tools and processes to capture, control and report against spend categories
  • Design evaluation models and evaluation processes to assess new procurement systems and ensure that the selection decisions achieve a best fit with Trust objectives
  • Lead and facilitate system evaluations and moderations
  • Plan and manage system implementation and system upgrades including stakeholder engagement and training on system changes
  • Plan and manage procurement reporting activities to ensure that internal meeting dates, external reporting deadlines and statutory reporting timescales are met, prioritising and reallocating workload within the procurement systems team as required

The successful Procurement Systems Manager will hold;

  • Significant experience within a procurement role in a complex service-delivery focussed organisation
  • Experience of the management, operation and use of electronic procurement systems MCIPS or a Degree in a relevant field such as Purchasing, Supply, Logistics would be advantageous, but not essential
  • Ability to present and explain electronic system operation matters to a range of stakeholders
  • Strong analytical skills and ability to develop policy and procedures for procurement systems
