Your Role
Manchester City Council is looking for an experienced and knowledgeable senior procurement professional to lead and drive the design, implementation, development, support and monitoring of procurement policies, frameworks and approaches.
The team works across directorates providing procurement leadership and advice to ensure compliance with UK procurement legislation and that value for money is delivered through the Council’s procurement activity.
More than that though, the service works closely with a wide range of stakeholders to help deliver, through the council’s supply chain, the Our Manchester strategic aims.
An example is that we have significant ambitions to work with suppliers to develop new work and skills opportunities, promote more equality and diversity in our supply chain, and cut carbon emissions.
About You
You will play a lead role in the analysis and review of services provided, and in monitoring and implementing changes within the service to improve the overall performance, and meet the diverse and changing needs of stakeholders.
You will be required to manage a range of assigned resources, which may be human, financial or other, to ensure continuous improvement in service delivery. Staff management duties may be either through direct line management of a team (including appraisals, performance management and other duties) or through matrix management of a virtual team of officers. You will be expected to effectively co-ordinate resources to support the principals of ‘joined up’ communication and to ensure efficiencies are achieved.
A personal commitment to continuous self-development and service improvement is a fundamental requirement for this key role within the team.

About Us
The Integrated Commissioning and Procurement Team manages one of the most diverse local government procurement portfolios in the country, from new services supporting health and social care integration, to landmark construction projects, to shaping the city’s (leading) approaches to social value and zero carbon.
The Team comprises three areas – Procurement, Energy Management and Commissioning and Contract management – with the Group Manager responsible for the overall management of the Procurement service.
The Procurement service is established as a Centre of Excellence within the Council and is recognised by external bodies as being at the leading edge of Procurement innovation, for example in its approaches to ethical procurement, to securing social value and supporting the city’s zero-carbon ambition.
