The Housing Executive are now hiring for an

Assistant Director of Asset Management – Procurement

 

Grade: Level 9 (£55,566 - £67,018)

Department: Corporate Procurement Unit

Reports to: Director of Asset Management

Location: 9 Lanyon Place, Belfast

 

To assist the Director of Asset Management, as the Head of Housing Executive’s Centre of Procurement Expertise (CoPE), in delivering an effective and efficient corporate procurement service.

 

The Housing Executive’s annual spend on construction, supplies and services contracts is approximately £200 million.

 

Essential Criteria

•  A Degree or equivalent qualification in Procurement, Construction or Business related subject and Possess Membership of the Chartered Institute of Procurement and Supply (MCIPS qualified).

•  Three years’ relevant experience at a senior level* within a procurement environment dealing with the procurement of supplies, services and works contracts that are regulated by the Public Contract Regulations

•  Can demonstrate significant relevant experience in all of the following areas:

•  Developing and implementing procurement policies, procedures and guidance;

•  Successfully leading procurement projects with individual values greater than the current procurement thresholds set out in the Public Contracts Regulations 2015;

•  Leading, managing and supporting staff to ensure effective service delivery and specific outcomes; and

•  Effectively managing the delivery of a programme of complex procurement projects

 

Can demonstrate:

•  Ability to develop strong working relationships with a wide range of internal and external stakeholders;

•  Excellent planning and organisational ability;

•  Excellent interpersonal and influencing skills.

•  Strong customer focus

•  Effective oral and written communication skills including the preparation and presentation of technical reports

•  Working knowledge of Microsoft Word and Excel programmes

• A thorough knowledge and understanding of the relevant law, regulations and guidance relating to procurement e.g. Public Contracts Regulations 2015 and evidence of providing advice upon these matters at a senior level* within 
an organisation.

 

*Senior level is defined as responsibility for managing a service or business unit, as a head of function and normally reporting directly to at least an Assistant Director or equivalent within the organisation.

 

Candidates may also be assessed against the Senior Leader section of the Housing Executive’s Behavioural Framework.

 

Other Requirements

•  Candidates must possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full
