Do you have experience of delivering first class contract management support and procurement exercises in the Public Sector?  Are you looking to work for an ambitious Local Authority that is undertaking a huge programme of procurement so as to invest in our housing assets, achieve our Climate Emergency objectives, and deliver a new generation of high-quality services for our residents?

The Economy department at London Borough of Hammersmith and Fulham is responsible for housing, planning, regeneration and local economic strategy.

We are looking for someone with experience of contract management and procurement exercises to join the Governance and Commissioning Team. We need someone who is hyper-organised and knows how to run the evaluation and moderation stages of procurement exercises. Knowledge of tendering portals is highly valued.

We are also looking for knowledge of the requirements of Contract Management and Social Value as a key part of the role will be promoting high standards of Contract Management across the Economy department, and ensuring compliance with the Council's Social Value policies. The successful candidate will be tenacious and good at working with different service managers, building relationships and driving change.

The successful candidate will join a dynamic and experienced team who will support their projects. They will join a department that has already delivered a number of major procurement exercises and change projects and is a stimulating environment for anyone with ideas and ambition. The way we work has been transformed by Covid 19 - we have the technology and processes to enable successful communication and collaboration while colleagues work remotely, with fortnightly team days in our Hammersmith office. Role Responsibilities:

To effectively apply an in-depth knowledge of large-scale procurement projects within a Housing, Planning and Economic Development context, to ensure the department gets value for money from its procurement exercises.

You will:

  • Planning and running procurement exercises on the Council’s procurement portal (Capital Esourcing). Ensuring that all documents are in place and all criteria fulfilled to progress through the stages.
  • Ensuring that Hammersmith and Fulham’s statutory duties in relation to procurement are discharged appropriately and that there is a clear understanding of legislative and statutory obligation. Ensuring that procurement of contracts is in accordance with OJEU requirements.
  • Planning and running tender evaluation stages of procurement exercises. Planning and running moderation sessions. Designing tools, templates and processes that lead to coherent tender scores and comments that can be relied upon when drafting tender award/feedback letters.
  • Training managers on how to carry out tender evaluations in a robust and objective way. Designing training tools. Designing self-service tools, templates and processes that help managers put the training into practice.
  • Drafting documents necessary to make commissioning decisions and carry out procurement exercises. These include business cases/options appraisals, procurement strategies, Cabinet reports, OJEU notices, Invitation To Tender documentation, Tender Award/Feedback letters, and Contract Award reports. These tasks might involve carrying out data analysis, gathering information from colleagues across the department, and liaising with the Council’s in-house Lawyers.
