About Our Client

As owners of one of the largest nuclear decommissioning and remediation programmes in Europe, our main priority is to lead the work across the NDA group and develop the strategy for how it should be carried out. We also play an important role in supporting government's aspiration for the UK to be a global leader in the civil nuclear sector.

How we're set up

We're a non-departmental public body created by the Energy Act 2004 to lead the clean-up and decommissioning work at our 17 sites on behalf of government.

We're sponsored and funded by the Department for Business, Energy and Industrial Strategy (BEIS). Our plans for cleaning up the sites are approved by BEIS and Scottish ministers, who provide a framework for us.

We have offices across the UK, in Cumbria, Warrington, Dounreay, Harwell and London and employ just over 380 permanent staff.

As a non-departmental public body, the NDA supports a wide range of government policy developments such as the Nuclear Sector Deal and the Ten Point Plan for a Green Industrial Revolution with intellectual thought, physical assets and research and development.

Our sites

The UK's nuclear landscape began to take shape in the post-war period and has evolved over many decades. The focus during the Cold War arms race was on producing material for Britain's nuclear deterrent. When the nation's priorities shifted, facilities were turned into nuclear power stations, and, from 1956 onwards, the UK's first nuclear power stations began generating electricity for homes and businesses. Fuel fabrication and reprocessing plants were built from the 1970s to 1990s.

Our 17 sites reflect this legacy and include the first fleet of nuclear power stations, research centres, fuel-related facilities, and Sellafield, which has the largest radioactive inventory and the most complex facilities to decommission.

Current plans indicate it will take more than 100 years to complete our core mission of nuclear clean-up and waste management. The goal is to achieve the end state at all sites by 2333.

The NDA group

Decommissioning the UK's nuclear legacy is a complex undertaking and relies on the full range of expertise and skills within the NDA group. Over the last few years we've brought together the organisations involved in delivering our mission to decommission the UK's legacy sites and facilities into one group, as NDA subsidiary operating companies. We've also taken steps to join some of our subsidiary operating companies, reducing the number of organisations and boards.

The NDA group is now made up of the NDA and its four key component parts:

Sellafield

Magnox with Dounreay

Nuclear Waste Services

Nuclear Transport Solutions.

Our other subsidiaries include Rutherford Indemnity, NDA Archives, NDA Properties and Energus.

The scope of the NDA group is set to grow, following arrangements agreed by the UK Government and EDF for decommissioning Britain's seven advanced gas-cooled reactors (AGRs).

The AGRs will reach the end of their operational lives over the next 10 years and as they come offline their ownership will transfer to the NDA for decommissioning, utilising the expertise of our group and significantly Magnox and its experience in decommissioning the older Magnox stations.
 

Job Description

You will manage the day-to-day procurement/category management activity for the relevant category within the Commercial & Business Development Function.

The role presents an exciting opportunity to leverage your knowledge, skills, experience and enthusiasm for delivering projects, with direct alignment to a number of NDA's Strategic Outcomes.

Working in a diverse and dynamic team, the portfolio of projects includes nationally significant infrastructure. The successful applicants will drive sub-category strategy development in addition to collaborating across the NDA group and fulfilling key assurance responsibilities.

The roles are varied and will involve a high level of collaboration and stakeholder management both across the NDA group and with external parties such as HMG, with the Site role providing detailed insight into the operation of the 17 nuclear licensed sites across the NDA estate.

The 4 Categories:

Property / Facilities Management - You will optimise value by ensuring best practice strategies are developed and the appropriate performance and associated benefits are achieved. You will also lead on the assurance of Property / Facilities Management procurement strategies and will be responsible for overarching contract management and Supplier Relationship Management activities. This sub-category areas covers works and services which are key enablers to support the safe and effective operation of the various sites and the contracts are of a scale and duration to provide a real opportunity to make a difference

Capital Projects & Infrastructure - You will lead development of NDA group sub-categories spanning new-build and decommissioning activities whilst delivering commercial expertise to a portfolio of capital projects to ensure compliant, timely and Value-For-Money delivery across the NDA estate. The category supports multiple, up to multi-billion pound, projects and programmes delivering key infrastructure to NDA's mission. Drawing on significant knowledge of complex capital projects and programmes you will challenge and support optioneering, sourcing strategies and execution plans utilising supply market knowledge.

Manufactured Products & Waste Services - You will lead the development of sub-category strategies for Manufactured Products & Waste Services, developing innovative opportunities for the NDA group to leverage it's position. Using your skills and knowledge, you will lead on the assurance of procurement strategies and work collaboratively with stakeholders to develop approaches which will deliver successful outcomes and value for money.

Site Operations - You will support in shaping the strategy for operational commercial activity across the NDA group. You will work as part of a team of category managers responsible for the development of category and sub-category strategies whilst championing strategic collaborative procurement activity. You will lead on the assurance of Site Operations procurement strategies, leveraging your skills and expertise to ensure best practice and value for money delivery. We regularly face complex commercial challenges, and the role provides an excellent opportunity to develop and progress in the Procurement & Supply chain function

Key Accountabilities:

  • Maintaining stakeholder relationships (both internal and external) to support the development of sub-category strategies/procurement strategies.
  • Validating/assuring that the pipeline of projects are mapped, to identify collaborative opportunities and to govern prioritisation, compliance, risk and value for money.
  • Leading/assuring on procurement activities; including the design, analysis, negotiation and evaluation of tenders or assurance/management /benchmarking of existing contracts.
  • Ensuring timely completion of procurement activities to maintain compliant continuity of supply, whilst guiding the business on the correct routes to market.
  • Taking accountability for delivery against targets, including; cost reduction, contract management, supplier performance, sustainability and SME compliance.
  • Being regarded as a competent and professional commercial/sub-category subject matter expert, ensuring innovation, industry best-practice and continuous improvement

The Successful Applicant

  • Demonstrates the NDA values of respect, openness, collaboration, performance and creativity.
  • Possess MCIPS, expert membership of IACCM, MRICS or equivalent professional qualification and obtains/deemed capable of obtaining ADC Grade A or B(ASR) Grade at Commercial Lead level within 18 months of assuming role.
  • Have commercial experience in a complex organisation and experience of developing and delivering category strategies.
  • Experience of managing OJEU procurement activity or procurement activity in a similarly regulated environment.
  • Have an analytical mind-set, commercial acumen, with competent influencing and negotiation skills.
  • Experience of major contract delivery and associated commercial models.
