Role Overview:

Seize this stimulating public sector opportunity and play a crucial role in driving both strategic procurement and innovation for a major government energy project. The firm have grown rapidly in both procurement personnel (15 to 50) and spend (£70 to £250 million) - They seek a Head of Procurement with strong leadership qualities, extensive public sector procurement experience, a track record of delivering strategic procurement initiatives and ensuring compliance with government regulations.

Head of Procurement Responsibilities:

  • Oversee major projects, creating a procurement strategy to define and deliver both current & future procurement requirements adhering to the overall vision of the organisation.
  • Strategize and lead large & complex programs with the goal of delivering the envisioned outcomes in accordance with the specification, time & cost parameters.
  • Resolve multi-faceted issues utilising your organisational, technical and people management skills. Responsible for running the procurement department, setting objectives and monitoring performance to support, train and develop staff and contribute to the operational delivery.
  • Alignment procurement objective & outcomes with the wider organisation. Represent the organisation on relevant national / international advisory bodies.
  • Acts as the focal point of authorisation & approval of procurement related activities.
  • Manage complex challenges, activities and team performance maximisation over the short, medium and long term.
  • Strive to meet and exceed annual objectives whilst thinking about the direction for future years. Approve the annual procurement budget in line with both the short term objectives & long-term strategy.
  • Monitor procurement output, influence negotiations, understand and manage various stakeholders and nurture innovation, science and technology. Ensure legal compliance with Public Contract Regulations 2015.
  • Maintain and develop industry knowledge and ideas to drive the business forward.
  • Utilise your commercial astuteness for continuous improvement whilst seeking opportunities to attract new business ensuring both risk and cost and managed effectively.
  • Ensure compliance with the Cabinet Office spending controls an PCR compliance with the Cabinet office strategic procurement approach aligned with the Governments commercial standards.
  • Manage precommercial procurement initiatives, as well as engagement on procurement audits.

Preferable Experience:

  • Strong communication skills and the ability to deliver presentations to a variety of stakeholders.
  • Experience in managing and engaging with a wide variety of different stakeholders to engage on procurement processes.
  • Extensive Public Sector Procurement experience
  • Extensive experience in managing a team within Public Sector Procurement
  • Dynamic & adaptable to transform in accordance to business objectives and government requirements.
  • CIPS / MCIPS Qualification
