Most purchasers believe non-buyers are capable of handling contract management.
According to the latest SM
poll of 100 buyers, 78 per cent agreed ongoing contract management should, at least sometimes, be handled by nonbuyers. Twenty-two per cent disagreed.
"There's a practicality that means you have little choice but to devolve such responsibility," said Martin Blake, head of corporate procurement at London Probation. "It's procurement's role to equip non-practitioners with the training, tools and support that allows them to manage contracts more effectively."
Those not in favour highlighted colleagues' lack of commercial expertise, and resistance from the purchasing function. "It is seen as a loss of control," said one buyer.
