Lincolnshire lifts barriers to public contracts

The Procurement Alliance for North and North East Lincolnshire (PANNEL) has produced a guide informing organisations how to bid successfully for public sector contract opportunities.

The guide has been produced in response to a key aim in the councils’ Joint Procurement Strategy 2012 - 2015 to remove barriers to organisations wishing to consider and bid for public sector contracts.

PANNEL is made up of six procurement professionals from both North Lincolnshire Council and North East Lincolnshire Council and has a spend of around £215 million per year.

The guide explains how both councils procure goods, services and works and how an interested organisation can become a supplier. It is being advertised through social media and supplier engagement events.

The Selling to the Council guide includes details on how to apply to become an approved contractor or access electronic tender opportunities, understand what is included in the councils’ tender/quotation documents and how the tendering process works.

Nathan Swinney, senior procurement advisor at PANNEL, told SM: "We are delighted to offer our Selling to the Council guide, which will hopefully prove to be a valuable resource to interested organisations wishing to explore procurement opportunities with North and North East Lincolnshire councils and the wider public sector. Support and development of the economy is central to our aims in ensuring a sustainable supply chain and mixed economy of suppliers."

There are also guidelines on where suppliers can register for current tender alerts via the councils e-tendering system, key contacts for specific categories of goods, services and works, as well as details of PANNEL’s upcoming 'Buy4NorthernLincolnshire' initiative – a collaborative approach between the wider public sector in the county.
