A $1.5bn contract between South Africa’s Transnet and a Chinese firm to provide locomotives included $321m in kickback payments, according to an anti corruption organisation.
The Organized Crime and Corruption Reporting Project (OCCRP) said the contract, to provide 359 locomotives, showed China South Rail promising to pay the sum as a fee, representing 21% of the value of the contract, to Hong Kong-registered firms for advisory services including Black Economic Empowerment.
