A Philippines politician has proposed allowing government agencies to buy retail goods off the shelf rather than following “nonsensical” procurement rules.
House Committee on Ways and Means chairman Joey Salceda recommended changing procurement law to allow government agencies “to buy at the cheapest retail prices” in some cases.
