Procurement professionals recognised in King's New Year Honours 2023

Procurement professionals working in areas ranging from health to public sector frameworks have been recognised in the King’s New Year Honours.

Simon Tse, chief executive of the Crown Commercial Service (CCS), was awarded a CBE for services to the public sector and race equality.

Tse joined CCS in 2016 and became chief executive in 2018. The organisation was set up in 2014 to aggregate spend on common goods and services.

He said: “I feel incredibly honoured to have been recognised in this way and am delighted to accept this on behalf of the whole CCS family and all those who’ve supported me on the Cabinet Office race board. 

“It is testament to the achievements of all the brilliant people that I’ve been fortunate enough to work with over the past few years.”

Joanne Lawson, deputy head in procurement and intellectual property at the Department for International Trade, has received an MBE for services to international trade and investment.

Lawson led the UK’s accession to the WTO Agreement on Government Procurement, which was necessary following Brexit to maintain access to foreign public procurement markets.

Joanne Scott, procurement and contract management head at the Vaccine Taskforce, part of the Department for Business, Energy and Industrial Strategy, got an MBE for services to public health during Covid-19.

The Vaccine Taskforce claimed overall victory in the CIPS Excellence in Procurement Awards 2021 for successfully sourcing and deploying Covid-19 vaccines to three-fifths of the UK adult population over eight months.

Professor David Mosey, who was director of the Centre of Construction Law & Dispute Resolution from 2013-20, was handed a CBE for services to construction.

His recommendations following a review in 2021 formed part of the Construction Playbook, intended to improve procurement in the industry, and he also co-authored Guidance on Collaborative Procurement for Design and Construction to Support Building Safety. Both pieces of work were designed to foster lessons from the Grenfell disaster.

Mosey said: “I am very grateful to the construction industry and its clients for supporting my research into the collaborative delivery of improved value, reduced risks and net zero carbon. 

“The construction sector makes enormous contributions to our society when its specialists share their knowledge through a strategic approach to procurement and contracting.”
