The Chartered Institute of Procurement and Supply (CIPS) recently awarded CIPS Corporate Certification – Standard to Harrow Council, after they have been continuously developing their procurement function since 2013.

CIPS Corporate Certification – Standard, is a globally-recognised procurement accreditation that recognises a business’ continuous commitment to governance and compliance in procurement and supply chains.

Harrow Council, based in northwest London, provides a large majority of its services through contracting with third parties based in the private, voluntary and not-for-profit sectors. Harrow’s own Commercial, Contracts and Procurement (CCP) function ensure the delivery of contractual arrangements compliantly and efficiently.

Harrow Council ensured that their work streams were set up based on the dimensions within the CIPS certification - leadership and organisation, strategy, people, processes and systems, performance measurement and management.

CIPS Corporate Certification – Standard, reflects Harrow Council’s development of their procurement functions, demonstrating the achievement of savings targets in order to successfully operate within their budget and drive continuous improvement.

David Noble Group CEO, CIPS comments: “Procurement and supply management is not about purely tactical outcomes, but developing those strategic relationships with other departments as a platform for the greater good. It was gratifying to see that the strength of the procurement team’s efforts resulted in such great savings and their strategic contribution was fundamental to this achievement.

"Harrow Council set itself challenging targets, but the drive to achieve those savings objectives was evident, as key departments and colleagues worked closely together towards common goals.”

Terry Brewer, Commercial, Contracts and Procurement Director said,

“We’re delighted that Harrow is the first Greater London Council to receive CIPS accreditation that has been achieved through a great team effort and with fantastic support from the Council's Members, Chief Executive and other directors. It confirms as a purchaser, we’re smart, sustainable and committed to delivering value.

"CIPS accreditation puts us in a leading position to pursue new models of service delivery and new commercial ventures in those areas in which we’re strongest. I’d like to thank CIPS for all their support and constructive challenge through what has been a rigorous and exacting process.”
